EUOBSERVER / BRUSSELS - The EU has rewarded the new moderate government in Serbia with prospects of restarting EU integration talks. But tensions remain over war crimes, while UN powers move further apart on the underlying issue threatening Balkan stability - the future status of Kosovo.
